Best way to get Legendary drops?

Please help this newbie. I've been stuck on lvl 25..only because I haven't received one decent loot drop.

Instead of waiting for drops you should be building up your vanguard marks so you can buy armor from the tower. Then you can be level 31

Just keep grinding roc strikes, I've seen exotic drops too
