In some ways the surprise is in the admission of guilt. For some reason the Japanese refuse to acknowledge their horrific crimes during WW2. I saw some other news from Germany's Chancellor Angela Merkel, saying she feels Japan needs to own up to its past in a similar manner to how Germany did so.
