Can exotics randomly drop during a strike?

I just did the fist of crota bounty and halfway through the strike I went to change a gun and noticed a new ice breaker had appeared in my specials. Did it randomly drop without me realising? I'm confused.

I got a Suros and a legendary primary engram from level 26 strike and I went to decrypt it and got another Suros
