Skullfort is not useless. Yeah it's good for Crota but in PVP, if you use it with any ability that recharges melee faster and Red Death, you'll stay alive a lot longer and possibly get a few multi-kills while your at it. EDIT: I don't have Monte Carlo but seeing it's unique perk, I would say that using Skullfort and Monte Carlo would be a great combo as well.
