This would break so many aspect for the game
Most players would have at least one sniper with last round. Making head shots in pvp pointless.
Most players would have range finder. And considering most people complain about shotgun range this would triple.
Only two examples but there are countless others. RNG is the only way to keep a balance among millions of differently skilled players. The great players will be able to use anything given to them. The good players grind out to get a higher chance of getting a badass weapon. The poor players...will be poor regardless of the rolls or perks on the gun.

People claim Destiny lacks a story and although it is incredibly hard to find, it is there. Crucible is a training aspect for guardians, a place where they can test out weapons, abilities, and so forth so that they are more aware of what their weapons can do against the darkness. They changed shotguns so they would be more effective in Pve which is nice but if they separate pvp and pve to an extreme they have destroyed the concept of their own game.

When I say separate...they could easily make the pvp be part of the lore and game without making it affect pve.....most multiplayer games that are both pve and pvp do that , no?

Most games are like that though. They do not cater to people not being able to deal with how the game is setup.
