Let the gunsmith roll perks.....
....just like IB , for motes of light , let us take our legendary guns and roll for new perks......he seems kind of bored ....let him be useful;) .

Maybe you could purchase legendary engrams from the venders/factions for vanguard/crucible marks that when decrypted are their relevant weapons with random rolls. For example go to Dead Orbit vendor and buy a primary engram, decrypt and it could be any dead orbit primary with random perk.
