The government helped fund them along with a subset of highly trained guerrilla warfare para-military group that are funded by a corrupt organisation working in the shadows of a corrupt subsection of the Russian government, and this corrupt organisation working for the corrupt subsection of the Russian government is stupidly and ridiculously wealthy... :/
