What do people not understand about this... Xur HAS sold ghallajorn before. Most people that don't want him to sell it, are complete newbies that probably weren't even around during this time. If xur sells it, cry all you want about "earning" it. Because no one cares how you lucked out one time. If xur has sold it once and no one is complaining, I think he would be alright to sell it again without too many newbie 32's in all raid armor throwing a hissy fit...
