I say Armamentarium is the overall best Titan exotic because both subclasses benefit from using it equally. You also can use any special weapon you want as it carries special ammo in general. It has heavy ammo, so you can wear iron banner boots instead of the ugly raid boots and carry more ammo for your prinary. Most versatile armour piece in the game.
