The general consensus is that since Halo>Destiny, Halo races>Destiny races. However, in this case, it isn't. This isn't a Destiny vs Halo thread. In Destiny, the Vex are the controllers in a Matrix theory style thing. The Forerunners are basically a really powerful ancient race. The Vex have programmed the Forerunners and could easily delete them. That's just how it works with the Vex. They trump pretty much anything, except the creators of the Vex, or anything outside of the digital world Destiny takes place in.
