Depends on your use. Blast radius for clusters of enemies, velocity for bosses

Velocity. Blast radius means nothing if it takes the damn rocket 4 seconds to get to target.

A mix of both, with little stability.

If it has tracking then velocity > blast radius. If it doesn't then blast radius is key.
