Yes. Gjallarhorn is probably better for heavy lifting at times but the Ice Breaker can be used continuously and effectively over the course of raids and strikes, it has no ammo constraints like the Gjallarhorn. Ice Breaker and Gjallarhorn are the only two exotics that I deem worthy of keeping one for each character as well.
