I think it is. Here are my reasons;
1. REGENERATING AMMO
2. Mulligan.
3.it allows you to get unlimited heavy ammo
4. It does great damage

Remove mulligan and I agree with this list (5% proc is to little)

For real, since it's a laser gun imagine if it let us use all 6 rounds at once and be a mega charged round.
