if you've been stuck at 28 for 2 months then you're not playing the game right. 1 - do a raid, even VoG gives you lvl 30 gear 2 - visit a vendor, vendor gear has a light levels of 33, and with all those Rocs you've been playing you should have enough marks to get a full set of gear 3 - If you're not already - play weekly Nightfalls and Heroics for better gear.
