Do as many vanguard bounties as you can for commendations. Do roc strikes for marks (they max at 100 a week / 200 total. Go to appropriate vanguard vendor in room below with the big table. Spend marks & commendations to get Legendary 33 light gear. Takes a wee bit of time but it's pretty easy. Will get you to lvl 31 max.
