Helmet only drops at the end. Chest is the bridge. I was in the same boat for ages.
If you do iron banner you can get a 32 chest from there. There's still time to grind it. Plus iron banner gear uses ascendent and not radiant materials so easier to upgrade. It won't have the raid specific perks though.

I was thinking about doing it this way.I've been playing it a lot on my warlock.Just yesterday I achieved rank 4.Any chance I could reforge previously earned chest plates? :P

I think it's weapons only in reforging.
