Dude, turn in the rare decoherent engrams on a different character. I was convinced that if you have the pocket infinity bounty, your chances of getting a rare fusion rifle are super slim. I did it on my sub hunter, and got my missing 6 rifles in about 1.5 hours after grinding ROC Strikes.
