It's just RNG. I got the SGA bounty once, never got it as a choice again. But my friend's gotten the SGA three times and the Pocket infinity one once.
Edit: Another thing- when you select an exotic bounty, you can't get a duplicate one until you finish the first. So, if i have the invective bounty, and I get a second missive, it won't appear as an option. Same would go for SGA and Pocket Infinity. Is that what's happening?

Has your friend selected one of these bounties, and had the opposite one pop up later on? As in Accepted the SGA, and seen the bounty for Pocket Infinity appear after?

His was Pocket infinity [u]then[/u] SGA, but yeah. It was about a week later.
