Of course they can control xûr. But they don't it's randomly selected. And for anyone saying it isn't is stupid. For those using the argument well that one guy leaked the inventory weeks in advanced. Someone had a great analogy somewhere. If you flip a coin but don't tell anyone what it was until the end of the month it is still random
