Yes absolutely. Real opponents are a lot tougher than a.i enemies. So therefore any gear earned in crucible is significantly harder to obtain than PVE gear IMO. And I raid a lot.
Heck for awhile people where disconnecting from the game to freeze Crota..in order to complete it..on normal mode..
