'Scrub' is the singular form of the term 'Scrubs', which is what surgeons and other hospital personnel typically wear when they're on the job.
No idea why people are using it so far out of context tho.
Edit: Maybe it's somehow related to Soft Scrub? The popular brand of household bleach?
