This would make the very unbalanced in my opinion. Everyone would role until they had the best perks and strongest gun possible. This would make it slightly uneven. Just my opinion tho :)

  • It also might show bungie what perks suck, and have them removed or made useful. Like skip rounds for example.... No perks on legendaries "break" anything, so lets just put that to rest. Perk rerolling at the gunsmith is needed desparately.

  • Why would it unbalance things if everyone could get the abilities they wanted? Isn't it more unbalanced if only some people can get weapons with good abilities?

  • That's not my point. It will mean everyone will have the best versions of those weapons. It gives the people the ability to create perfect op weapons, which in my opinion at least, would make crucible and PVE unbalanced. Think about the amount of people that will role final round snipers and shot package shotguns. That's what will unbalance the game, people abusing the system and getting the best perks in the game automatically.

  • You're assuming everyone likes the same perks. I doubt that's true. Most people just don't like the non-perks, like Mulligen and clown cartridge, and other failure rewarding trash "upgrades". Among the other perks that are actually useful, I think people favor a wide variety of combinations. The fact it's nearly impossible for me to find a devil you don't with extended ammo capacity is more of a reason for me not to play than otherwise.

I just see everyone having the same scout rife with firefly and outlaw on, which in my opinions are extremely strong perks that everyone would role for. And I'm not even mentioning the shot package and hammer forged shotguns, and the final round snipers. They would literally break the crucible ( especially final round snipers). I think weapons with good perks should be treated as rarities. With the ability to reforge vendor weapons, people will start using op guns. I also think it takes the emphasis off of the end game content. People will start using their op vendor scout over their hard earned flag of it yût from hard mode Crota. These are the flaws with reforging. We have already seen it make IB weapons game breaking good, like the efradeets spear rolled with final round. I don't think it is good idea. Just my opinion :)
