There's certain stat combinations that'd break the game if everyone had them.

If it's not unbalanced for one person to have it, why is it unbalanced for everyone to have it?

Everyone already can. Efrideet's Spear can already be re-rolled, remember? It's also pretty much the only sniper rifle with the impact to OHKO with Last Round, anyway... I'm not saying it's not overpowered, but if it was, it wouldn't be because of availability; it would be because it's a one-hit sniper!

Well, that's something they can fix. They did it with shotguns, just made it so that shotguns can't get certain perk combos. However, if it's gamebreaking, it's broken regardless of the number of people who have it. It's actually a worse problem if few people have it, as opposed too everybody.
