How many cool weapons have you seen sold by the Vanguard or Crucible quartermasters that have rubbish abilities? How many times have you gotten that awesome scout rifle, but you've had to scrap it because it's only got Last Round and Mulligan? Don't you wish you could re-roll those weapons to get [i]good[/i] abilities? Of course you do! Everyone wants cool stuff! This has been an option for Iron Banner weapons for months now, so it seems weird that we can't do it for all guns yet. You could re-roll your vendor weapons with marks, the mostly-useless commendations, or just motes of light as with Iron Banner guns. It seems like such an obvious feature, so why is it still missing?
