It's a random reward for beating Crota on normal. I don't think there's a way to make it any less random. Or, you could try running around the game screaming "BLACK HAMMER BLACK HAMMER" in hopes that it will magically unlock for you. But I don't think that will work as magic doesn't exist...as far as we know...
