The short answer... no. Xur can sell whatever he wants, Red Death and Old-Yeller-Horn included. Why? Because of varying player skill.
From what I've gathered, the main concern regarding Xur selling powerful weapons like these is that they will become overused in the Crucible, and players will have an unfair advantage. Keep in mind though, having an Exotic weapon does NOT guarantee success.
Look at me, for example: I'm terrible with rocket launchers in PvP. Even if I had a Gally (I don't), I would die before I could do anything with it. I'm a machine-gunner all the way. Same with Pulse Rifles, Snipers, and Scouts. I just can't get the hang of 'em.
So if Xur sells a boss Exotic, only players skilled in the use of that weapon archetype will be effective with it! The skill of players them selves factors into weapon balance quite a bit. There aren't many people who can use EVERY weapon with 100% effectiveness.
Remember when he sold The Last Word? Did everyone in PvP become a gunslingin' space cowboy of death? Nope. I barely see it used at all, actually.
What are YOUR favorite PvP archetypes? I play HC-Shotty-LMG :D

Makes perfect sense to me. I passed on TLW first time I saw it because I was saving coin for something that seemed more powerful overall. Now I would like another crack at it if only to see whether I can master the hand cannon. Merely buying the weapon does not make one an expert with it.

3 RepliesI would really like to just see another Vendor. The game needs to feel populated. Right now it feels empty. Hey, quick idea. What if the Vendors walked around? That would be nice. It would feel like they are alive and not statues that stay in one place forever. FOR-EV-ERRR
