How is it modding? It's the same as using the app to do it just faster. Even uses bungies services. Basically it's just a different UI.

By definition modding is using something in a way that the developer did not originally intend. And I'm sure bungie did not intend us to make loadable gear load outs. So technically it is, and I would just stick with the mobile vault.
