Do a patrol bounty in all 4 zones, do 1 crucible bounty, and earn 2015 xp and you receive a postmaster package with 3 consumables for a harlequin head. And you hear jingling bells and laughter while it's equipped. Edit: maybe it's a jester head, whatever they're called, seems doable.
