The exotic perk in the Hard Light is good for one thing: neutralizing the Defender's bubble. Not many people realize that exotic perk allows for the bullets to pass through the Defender's bubble (once), so if you are in the Crucible, and see a Titan (especially with the Helm of Saint 14) sitting in his bubble with a shotgun, the Hard Light is your very best friend. ;-)
Other than that, the Hard Light fails. It's impact is better than many AR's, but not by much. Everything else is medicore, and outshined by nearly every other AR in the game. IF Bungie had made this gun do arc damage, then we would be singing a different tune in the PvE community, as it would feel more like Thunderlord's little brother rather than the exotic black sheep.
[spoiler]And no, the No Land Beyond is not the exotic black sheep - it is the exotic red-headed step child that no one has ever wanted, yet keeps showing up at every turn infuriating the crap out of everyone...[/spoiler]
[b]EDIT:[/b] I have been informed that the exotic perk for the Hard Light no longer pentrates the Defender's bubble. I have not yet tested this since the last time I used it in PvP (which was last year) but I am being told it was ninja nerfed after the second Iron Banner event.

This actually does not work. Check out some reviews on this weapon on YouTube that show two players -one in a bubble and one outside- shooting this weapon and neither is injured. Try it for yourself.

I did give it a try during the second IB event (shortly after I picked up the Ver 1.0) - I would do damage to the Defender, but they would then step back and the bullets would not fly through the Bubble a second time (i.e. on the other side of it). Once I got my Regime, I kinda shelved my Hard Light simply because that was the only real benefit the gun offered (anywhere...).

I looked into it. Turns out you can only shoot INTO the bubble. Man, I was so excited about turning my bubble into a circle of trollage...

Thanks for the clarification - I guess they thought it might be a bit OP for Defender's to throw up a bubble and then fire bullets like a madman behind the shield. xD
