Because women's breasts have became the object of sexualisation in western culture, so that coupled with the fact that the western culture is entirely prudish makes it taboo to express anything that's sexually heightened.

Something being right is kinda based on perception. I think you have every right to walk about topless and not get any fallback for it. But if you asked the same thing to a bunch of religious nutjobs then the reaction would be completely different. I assume you're American So your country is ruled by religious nutjobs =/
