Give it some time. Before you know it, there will be a new exotic rocket launcher more effective that Ghorn. And then when/if Xur sells the Ghorn again, the cycle will repeat itself for the new weapon. At the moment (from the developer's standpoint), it's wise for Xur to not sell the Ghorn.
