Here's how I see it:
The Tower is the foundation; essentially a newly renovated castle, where people have just started moving in and haven't fully furnished it yet.
NPCs and "traffic" will continue to be added as DLC and expansions are released - it seems sparse now, however, we're still close to the beginning of a 10 year journey with Destiny; I'm assuming that the Tower will be packed with Vendors, Quest Starters, etc. by the time the last expansion comes out.
I see the Tower as the proverbial "End of the Beginning": a last ditch effort where Guardians assemble, to help the Traveler fight the Darkness...and we will see the Tower continue to grow and visually change based on the outcome of the war.
What do you think? It's complete conjecture, but this is how I prefer to view it. ;-)

I hope they continue to evolve the tower and change it for the better. But if they plan on making this last 10 years, I fear the lengths we'll have to wait for new content to come out.

Seems that we're getting new PvE content every 3-6 months so far; we'll see if that turns into a trend or if it was just a rough start...time will tell ;-)
