I have a fully upgraded Stranger's Rifle and a Bad Juju, and in Crucible at least where level advantages are disabled, it's by far the better choice (not to mention, Juju has a design flaw with its featured perk, String of Curses). When it comes to Iron Banner, I definitely would use something else though than the Stranger's Rifle because it's fully upgraded damage is only 215.

I posted about it here: https://www.bungie.net/en/Forum/Post/105775356/0/0/1 The featured perk on Bad Juju is String of Curses. It only activates when you get a kill. The problem with that, especially in PvP, regardless of how much damage you do to another player, if someone else on your team gets the kill shot, String of Curses does not activate. So unless you're getting the kill shot on opponents in PvP (and the same applies to PvE), this weapon effectively becomes inferior to other higher impact PRs such as Red Death, Three Little Words, and even the Stranger's Rifle. Unless Bungie changes the criteria for String of Curses, I'm only using this weapon when I solo PvE content.

Not really a flaw just how the weapons designed, it you always got an instant reload even with assists it would be pretty over powered
