The oddest comment in the article and the one that makes me raise an eyebrow?

Tender from being scrubbed with a washcloth? Is the washcloth made of sandpaper or is the childs skin that delicate (or unaccustomed to being scrubbed)?
I will admit that this is a strange one, but really doesn't smell right and I don't know if it is the child, the parents, or the school.

Many parents are ignorant or neglecting their kids. I see this at my work every so often. You want to help, you want to put your foot down, but you know all it'll do is irritate the parent and increase your chance of being fired or sued. I guess I can understand its none of our business to know what goes on at home, however, when the effects show up and effect the rest of the class, it becomes a serious problem.
