SOLVING Balance between PvE and PvP!

I know there has been talk about separating PvE from PvP for balancing. An idea I have that may offer some solution is to give perks that benefit exotics and legendaries on the PvE side only but keep it balanced on the PvP side. Such as "25% increase damage to Vex" or "25% increased attack speed if Hive unit is killed" or "10% increased damage against all Environment." Could even have one that's planet specific, "15% increased reload speed when on Mars (non pvp)." Here's the thing about these, they are a balancing tool for both worlds so that weapons maintain uniqueness in the PvE world but are not overpowered in PvP. Also, there is a LOT of variety that could be had with this along with some strategy on a mission to mission loadout. LIKE and Bump if you agree. And sorry if this was mentioned before but I could not find it during a search. EDIT: These 'Modifiers' could also have a hierarchy. The modifiers could be similar to 'gems' in Diablo 3. Maybe socket-able weapons and gear. Or have it where modifiers have a hierarchy (exotic, legendary, rare, uncommon, and common), and an exotic modifier can ONLY be tied to an exotic weapon. BUT an exotic weapon can take any level of modifier. In return, a Rare weapon can take any Modifier below Rare but cannot take Legendary or Exotic. Here's a basic example of balancing pvp and utilizing modifiers: Let's say an exotic shotgun's range and spread is too long and tight in pvp. So nerf it to meet the needs of pvp on the back end--say 15% decrease range and spread--but add modifier "increased range and spread against Environment." But now let's say a player wants more damage instead of "increased range and spread vs environment." So we give him these choices as replacements: "10% increased damage against environment." "15% increased damage against Vex." "7.5% increase to damage and range against Environment." "20% more pellets on Earth." "15% increased damage on Mars." "5% increased damage against Fallen."-----This could be a Common perk drop and the others could be Legendary. etc etc. Quite simply, you're maintaining the strength and uniqueness on pve but balancing pvp along with a large increase to strategy and customization. Lastly, modifiers can also be weapon specific. There's a lot that can be done with this.
