By itself, KDR really doesn't tell you much. I could camp in a corner going 4-1 every game and have a 4.0 K/D, but as soon as you played with me you'd realize I wasn't actually good.
I personally think score per minute is the best stat to gauge a player's skill, but unfortunately few games track it.

I agree...score per minute is the best way gauge a players skill...but...what about those players that go into objective based games like control and just play for kills...I've had the game since day one but mostly played pve and only recently started playing pvp...I play control a lot and always go for the flags..I have good games and have some bad games..but there are some players who are always on top of the leaderboard with consistent scores of 6k-7k with no flag captures...would these players be considered skillful??...if ur just going for kills why play control??

My score per minute is lower because I mainly play smaller playlists

To really gauge skill you need SPM for each playlist, because you're right, it's different across different modes. What's amazing in one mode might not be that great in another.

yes score per minute is definately more better to measure destiny has combat score i guess we can measure from that?

If you could go 4-1 every game that would be impressive.

As rather you go 4-1 than have a kid go 20-25.
