Perks that band-aid bad play should be the trash that they are. Sorry. Stop missing your shots, and maybe you'll realize that Mulligan and similar kinds of perks don't need to be "so much more" because you'll realize they are useless, not because they dont happen enough, but because they're just bad perks.

If it takes up my perk slot I want it to work even though I have a bad aim or not it should still be put to use regardless

The perk is pretty useless at 5%. If I have a perk in my weapon I want something that will work often and benefit my gameplay.
