Xur has never sold any of these but Gjallarhorn. I know for a fact Gjallarhorn is not the rarest, but I also know a lot of people who can't seem to find one for themselves will vote for it. My vote goes to the Skull, because exotic armor doesn't drop nearly as often as weapons; that is to say, you roll twice for weapons in each raid, but never for armor.
