I have been on since alpha, i have had everyone in my core group get 1-6 ghorns.... all while i am there, and i am lead, and take on the most responsibilities in fights.... I am sword guy for crota, on atheon if teleported i am relic holder.....Templar i usually am relic holder unless someone else wants to do it.... i have dragged countless lowbies who just got the game through raids and dungeons and seen them get it.... I can tell you if xur sells it.... i still earned it.... and it will not break the game. worst case bungie actually nerfs it, which should have been done a long time ago
