yes, your judgement and felwinters are awesome don't get me wrong, but for pve, you won't need shot package or range finder that much, so you probably want to go with a higher ROF, which is where Found Verdict comes in, swordbreaker gets a mention because of grenadier and RoF, but haven't tried it post patch. Found Verdict is probably way to go, shreds most things.

Shot Package and Rangefinder would really be helpful in PvE. You don't want to risk getting meleed all up close. I play with shotguns at a range, so idk it could be helpful. And my Judgement has better stability reload and range than the found verdict. Plus it only goes to 300 damage. (the found verdict)

thing is with shotguns you want to get close and strafe, and dart in/out melee range, this mitigates damage you take, and you can juke pve enemies into taking a swing as you strafe backwards, and unlike pvp, you don't need that 1 hit kill, normal enemies will still be 1 shot, regardless of shot package/range finder, but bigger enemies need RoF, to decrease that ttk.

Well felwinters impact is so high that could probably 1 shot almost al enemies
