I got 2 this week. But couldn't get it the last 4 iron banners. Rng is bipolar.
You have to be on the winning team.
And at least lv 3.

Been lvl 3 since wednesday, and have 146 games won i think if i counted it right in my grimoire.. So not only you need that, you need a hell of a lot of luck too! Haha but i'll try again in next iron banner!

Small drop rate. Not high like weapons.

I'm not sure but from what i've seen it seems like it has kind of the same drop rate as an exotic in the crucible. Seen 5 exotics drop this iron banner but only 3 ships...
