They need to separate the two completely. Leave people's favorite weapons alone. And instead have a set of generic weapons in pvp that are all perfectly balanced that people can chose to equip.
It's clear that they can't balance the two and make everyone happy so the best solution is to separate them entirely or drop pvp all together and focus on actually making a great pve game.
