well depends on whether your talking pvp or pve.. luck in the chamber should be good for pve.. maaaybe in pvp.. but honestly if you are using your shotgun correctly in pvp then luck in the chamber shouldn't matter. crowd control is a tricky one.. because again in pve it could be good. but something that slow of fire rate, (and assuming you're using your shotgun on stronger enemies, cause it's a waste on minions and wouldn't be good with that rate of fire to clear masses) really isn't going to get you a lot of crowd control buffing in pve since you're likely using it against strong enemies that take multiple hits. in PVP you can't go into a group of enemies with it because again it's rate of fire is so low.. it's more of a one at a time shot gun. if you can get a very lucky string of spaced apart enemies that you can take on one at a time but rapidly. isn't something I'd bet on. so again it's probably a wasted perk.. full auto would be nice for pve. stability for pvp.. getting a shot back from getting a kill is actually not a completely terrible perk .

Thanks for the quick reply. Sounds like I'll just use it to finish the pvp portion of my thorn bounty and reroll for better perks. Due to the low fire rate, these perks aren't that hot as you pointed out.

it'll probably be great in pve after the double damage patch.. because impact effects how much damage you deal to stronger enemies.
