I'm assuming your only talking about the armor and not the weapons because the weapons with the right perks are the absolute shit in pve. My Efrideets Spear deals more damage that the Ice Breaker along with the highest impact handcannon and a rocket launcher that gets an insane amount of heavy ammo to drop for it.
