I can't seem to get the Hunger of Crota, which sucks because its one of the only tracking legendary launchers.

I had a one way ticket drop from nightfall with tracking. Almost deleted it without reading the perks!

There are more legendary launchers that track try vanguard sells it every now an again

You can get them from drops too, I have a void unfriendly giant with tracking that I got from Vanguard leveling. The tracking from a roll is usually more accurate than HoC too.
