By your logic the sunbreakers, voidfang vestments, starfire protocol, mk 44 stand asides, no land beyond, dragons breath and plan c are all not exotics because everyone had them.

Its rng yes he does sell those pieces a lot but luck for them could change! Thats the same as me saying i bet he dont have hard light thunderlord universal remote or on a less extent because it has been sold once the jellyhorn luck could change for them guns and he could have the hard light 3 weeks in a row for all we know its random.
