For me it's as simple as:
Not dying > Dying
If I think you are going to kill me, and my super is ready I am going to use it on you.

Staying alive can change the momentum of the game! I've used my super on one person before and went on to get a 5 kill streak!

Or you could just have saved the super and got 5 kills with it

Or you could save the super and never use it. I'm not saying everyone should use their super on individuals. I'm just saying that certain situations warrant it.
