A 365 weapon will do more damage than the same weapon at 331, IF the enemies level is higher than 22.
A 331 weapon maxes out on damage at level 23. It'll do the same damage to a 24, a 26, and a level 33 enemy. Why 23? A while ago some clever folks figured out that the weapon damage is capped at an enemy level equal to the weapon attack value divided by 15. In this case, 331/15=22.07. That means the 331 will do just a bit more damage to a 23 than a 22, and that's the max damage it'll do.
A 365 weapon maxes out at level 25. Why you ask? 365/15=24.33 So, the 365 weapon keeps doing more damage even after the 331 weapon maxes out at level 23 enemies. The extra damage it does up to level 25 enemies means its max damage is higher to any enemies above that.
So does a 365 do better than the same gun at 331 against raid and nightfall enemies? Yes, it absolutely does.
Does it do better than another gun that's only a 331? Depends. Actual damage output is a combination of attack value, impact, rate of fire, and user skill.

Excellent counter argument Aspect. Anyway, this is easy enough to check for yourself to see what is true using an unleveled 331 weapon on the same enemies as you level it up. Will find out for myself later.
