Even Red Death does not outperform most solid legendary scout rifles. And it is all because of mag size vs. burst count. PR's have decent damage per burst, comparable to SR's. But where a gun like VoC has 27 1 round "bursts" per mag, Red Death has 9 3 round bursts.
The bursts would need to feel significantly stronger for this to be acceptable. In addition, the recoil on most PR's makes medium to long range use much less viable. I have to aim at waists to not have my final round in the burst go over the enemy's head. And, as with Halo 2, the spread needs to be extremely small. The original Battle Rifle from H2 had almost no utility before they massively reduced the spread. PR's need to do this as well imo.
TL:DR. - pulse rifles need lots more ammo in mag. OR, more reasonably, much higher impact and lower spread.
EDIT: So far the best suggestion I have heard is to make PR's into closer range options. More impact than SR's, with shorter range, keep the spread similar. This way it has a different role completely than Scout Rifles. For a skilled player, better than ARs in close. Inferior to SRs at range.
NOTE: This is ALL in regards to PvE. I realize a lot of people like PR's in PvP.

Wait people like pulse rifles in pvp?? I hardly ever see them, pvp is almost all ARs and hand cannons. I love my 3 little words though, it does massive damage in pvp.

Im verry happy with my new "puppy" :D And yes i agree PR need much higher impact /lower spread/ammo. Until that i wont even look at Red Death :poor range, avg impact, terrible spread. Its a exotic slot waste :(

Pulse rifles are just garbage in general. No reason to use one when auto rifles are so abundant and so much better than pulse rifles.

I have to agree with this, I loved the timepiece but even it lacks the DMG output over the same time as other weapons. They just need to be brought inline dps wise with the other options as I started using em a while back just to get the kills for grimoire but now I find myself really liking them but they are still a below par choice compared to the other options

please no ,I use Pulse rifles and Bungie never just buffs ,they'll increase impact but remove something else ,just leave them alone and adapt.

Red death is one of the best pve weapons in the game due to the full heal on a kill.

Agreed. Pulse rifles are not a good option for PvE. Yes some perks like red death and bad juju has is good but the weapon itself lacks impact.

Generally the impact and rate of fire stats should go in opposite directions on primary weapons. For impact it should be HC>SR>PR>AR For fire rate it should be AR>PR>SR>HC Pulse Rifles generally fall into that halfway house of reasonable impact and fire rate being neither powerful enough to be a scout rifle or fast enough to be an Auto Rifle. I have seen that the DLC Pulse Rifles seem to be half way to little impact in PVE which might need to be addressed.

the low damage pulse rifles are fine in pve. it's the higher damage ones that don't know what they want to be.
