Am I the only one that sees a problem with the customization?

I talked about this in another thread I made a while back but it never got any attention. So I'll try again.
Pretty much I have a problem with the raid armor being the only way to get to level 30 (plus the upcoming Iron Banner armor). It's fine if we have to get this armor in order to achieve the level, but what about the customization? It's lost. After getting level 30 everyone is going to more or less look the same besides armor shader and exotic if using one. No one can be unique anymore without it impacting their level or play style.
I really liked the way a lot of the lower level hunter gear looked, but none of it ever made a comeback with better stats. I was pretty much forced to wear things I didn't like the look of in order to keep competitive. There really needs to be a cosmetic slot for each armor slot. Keeps the stats of what is in the armor slot but takes on the look of what is in the cosmetic slot. Starbound did this and it worked great. Of course there should be limits with it. Like not being able to use exotics in cosmetic slots but exotics can be covered with other armor.
I can't be the only one who has a problem with this. Let me know in the comments.
